This position will monitor, analyze, and advise leaders and subject matter experts across the organization regarding state regulatory matters, and will support the State Regulatory Program Manager at SMUD. While the Government Affairs Representative classification may also be used to recruit for federal, local and regional government, and state legislative positions at SMUD, the essential functions and duties of this position will focus on state regulatory affairs, including the development and implementation of regulations at all State agencies. Knowledge of and the ability to interact with relevant State agencies is preferred.

Purpose
Provides project management, staff management and/or extensive technical expertise in formulating, implementing and advocating SMUD’s positions and strategies relative to federal, state and/or regulatory issues to further SMUD’s interests and policies and to facilitate the alignment of governmental actions with the achievement of SMUD’s strategic objectives.
Nature and Scope
Serves as a technical or functional expert or consultant providing expertise and/or direction in one or more areas of a professional discipline and assumes responsibility for resolving complex problems and overseeing complex projects. May also serve in a Lead role and assist in planning, coordinating, prioritizing, monitoring and evaluating the work results in assigned area and in selecting, training, motivating, evaluating and developing lower-level personnel.
Duties and Responsibilities
- Leads and/or coordinates SMUD’s efforts to affect the outcome of relevant federal, state, and local government and/or regulatory decisions by leading inter-departmental teams responding to appropriate government or regulatory issues and proposed regulatory policies; identifies government and regulatory trends and relevant critical issues; facilitates the development of SMUD positions to address these issues; identifies and recommends SMUD’s strategy; informs, persuades and negotiates with government and regulatory officials.
- Maintains and facilitates ongoing relationships between SMUD and representatives of external entities, including government and regulatory officials specific to the position, business and industry representatives, other community members and potential lobbying partners by expediting responses to elected officials’ requests; identifies and implements partnering opportunities; establishes and maintains a communication network; advises executive management and the Board of Directors; initiates and coordinates constituent meetings; provides a constructive and service-focused point of contact between SMUD and external entities.
- Plans, coordinates, prioritizes, monitors, and guides work activities with work-unit employees to meet established task objectives and deadlines by following established policies and precedents; communicates with team members and incorporates their input to processes and techniques; provides staff training; promotes staff safety and a safe work environment; assists in selecting and orienting new personnel; assists in evaluating work performance results; participates as a team member in accomplishing objectives; refers problems to supervision where solutions are not readily achievable.
- Assists in administering the department budget by participating in planning, monitoring and revising schedules, work plans, expenditures and assignments.
- Plans, coordinates, prioritizes, monitors, guides, reviews and conducts work activities associated with department internal/external projects in accordance with established task objectives and schedules as outlined in the project plan/contract.
- Performs related duties as required.
Required Education
A bachelor’s degree from an accredited college or university with major course work in public administration, business administration, government, social science or equivalent experience.
Required Experience Qualifications
7 to 10 years of progressively responsible relevant work experience within a government unit, legislative organization or community relations department or the equivalent, preferably involving public presentations; supervisory or lead and project management experience; and experience working with elected officials, government officials and/or community leaders. Experiences involving various organizational units, concepts and principles related to change management, cost-benefit analysis and techniques and practices related to resolving complex technical issues are highly desirable.
Knowledge Of
Advanced principles and practices of federal, state and/or local governments or regulatory agencies and their respective decision-making processes; advanced principles and practices related to energy programs and environmental regulations; legislation, codes and regulations governing utilities as required and specific to the position; complex techniques and strategies for public speaking and advocacy; systems of codifying laws and regulations specific to the position; the political process; methods and techniques for planning, organizing and overseeing work activities; methods and techniques for training staff; practices for delegating, assigning and reviewing work assignments; techniques and practices for problem research and resolution; techniques and practices related to negotiations and compromise; techniques and concepts related to teamwork; techniques for exercising leadership and authority; methods and techniques for report preparation and writing; techniques related to customer relations; safety policies, practices and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.

Desirable Qualifications
- Experience interacting with state energy and/or air quality regulatory agencies
- Understanding of the key policy, regulatory, and business issues facing publicly owned electric utilities
- Experience working in electric utility industry and/or electricity policy.
