The Environmental Services Manager at SMUD will play a pivotal leadership role in overseeing and guiding environmental compliance and regulatory programs in alignment with SMUD’s strong commitments to environmental stewardship and sustainability. SMUD is dedicated to meeting and exceeding federal, state, and local environmental regulations, proactively safeguarding air, water, land, and local habitats, and responsibly managing waste and hazardous materials. Through expert guidance, collaborative engagement with regulatory agencies, and continuous improvement initiatives, the Environmental Services Manager supports SMUD’s mission to advance sustainable energy solutions while ensuring a safe, compliant workplace and making a positive impact for the community and environment.
Purpose
To provide leadership and direction for the planning, development, and implementation of shared services programs such as the Environment Management (EM) Programs which to ensure legal and regulatory compliance with all applicable codes and regulations and provide proactive counsel and service to business unit clients.
Nature and Scope
Assists in the development, implementation and managing of department goals, objectives, policies and priorities in partnership with the management team; selects, trains, motivates, evaluates and develops staff and ensures that strategic objectives and priorities are achieved and coordinated with other business units/departments.
Duties and Responsibilities
- Manages the development, implementation and/or long term planning of the following environmental compliance programs: GHG reporting (federal and state), storm water management (linear, construction, and facility), above ground and underground storage tank reporting, SF6 reporting, avian protection, e-waste reporting, expanded Volatile Organic Compound reporting, implementation of a solid waste recycling program, tracking of amendments to the PCB management regulations (TSCA), mitigation bank, Habitat Conservation Plan (HCP), oil spill response, North City investigation/remediation, Rancho Seco (RS) waste water and drinking water management, workflow integration, stimulus programs, and environmental sustainability.
- Integrates EM into the work flow processes of all business units; executive management has given authority to stop work when the incumbent deems it necessary; reduces project delays and costs by addressing environmental compliance permitting during the planning stages of a project; uses , SAP, GIS, Sequel Server (GHG database), environmental training/awareness, environmental metrics and other relevant tools.
- Manages environmental contracts; conducts environmental compliance audits of all its waste management service contractors; assists in overseeing internal/external department projects by identifying project objectives; identifying internal/external project team; developing Request for Proposals where applicable; negotiating contract terms; developing project plans including schedule, cost, key work products and milestones; monitoring project progress and completion against plan/contract; revising schedules, scope, expenditures and assignments as warranted; reviewing work products; resolving conflicts and discrepancies; maintaining project records and files; participating in the overall review of the completed project results; and making recommendations for next steps.
- Prepares and presents Board reports related to real estate projects; Analyzes economic factors and effects of environmental legislation and government regulations; prepares and presents Board reports related to real estate projects.
- Assists in developing and administering EM budgets by monitoring budget expenditures in area of responsibility against plan; participating in identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; reviewing end-of-year budget results; developing area-of-responsibility budget recommendations for the next fiscal year; and participating in the review of preliminary unit budget recommendations.
- Oversees the planning, development, scheduling, presentation and/or coordination of various management training programs, both in-house and external, to ensure adequacy of staff preparedness, programs and audit capability and compliance with governmental regulations and codes.
- Oversees development and maintenance of an EM audit capability and directs staff in conducting EM studies, audits and inspections of SMUD facilities and investigating or supporting business unit investigation of incidents to determine root causes and appropriate corrective actions.
- Represents SMUD and participates in negotiations with regulatory enforcement agencies, consultants, contractors, property owners, other utilities and outside parties where technical program expertise is; and supervises SMUD’s implementation of emergency response activities, including emergency spill response for major hazardous material/waste spills.
Additional Duties and Responsibilities
- Provides and oversees staff in providing advice, technical expertise and support services to environmental protection efforts by advising project licensing teams and outside consultants; directing and participating in preparation of Environmental Impact Reports/Statements, license or permit applications and other documents required by management or regulatory agencies; identifying, sampling, monitoring and evaluating analytical data for hazardous chemical and physical agents, including asbestos, arsenic, hydrogen sulfide, lead, metal fumes, organic vapors, PCB's, dusts, gases, noise and heat stress, in order to assess compliance with time weighted average permissible exposure limits; providing support, oversight training, respiratory fit tests and safety work plans for handling hazardous agents in compliance with limits established by governmental regulations; and assessing indoor air quality and providing corrective actions.
- Provides consultative services in shared service program arenas by reviewing and analyzing current and proposed legislation, litigation, arbitration and regulations or regulatory changes for awareness of impending changes and assessment of SMUD compliance; providing advice, counsel and recommendations to executive management, directors, managers and supervisors and employees concerning compliance with governmental regulations and codes; serves as a professional expert in litigation, arbitration and regulatory hearings; represents SMUD and its interests on inter-utility, industry, governmental and public committees and task forces and at policy-making boards; obtaining and providing SMUD’s position on proposed rule changes and status to staff, department management, Legal and Executive Management as required; and recommending changes in policies, procedures, construction, operating methods or procedures to ensure on-going compliance with rule changes.
- Directs the work of staff in a functional unit and maintains staffing levels and work quality in order to meet defined objectives and assigned unit responsibility by interpreting and executing SMUD policies and procedures that affect subordinate units; recommending modifications to operating policies; overseeing and evaluating work through subordinate supervisors or experienced lead employees who exercise independence in their assignments; hiring, firing, training, coaching, mentoring and developing subordinates; advising units on tasks and operations as required to solve complex problems; ensuring staff safety and prevention of personal injury and equipment loss; and acting to ensure project and operational schedules and budgets are met. To ensure that work functions in area of responsibility comply with SMUD policies, practices and procedures and that operating objectives in area of responsibility are met within expected timing, budgetary, quantity, accuracy, safety and quality standards.

Required Education
- BS/BA degree from an accredited college or university majoring in environmental science, risk management engineering, physical/biological sciences, psychology, behavioral sciences, public/business administration or related field or equivalent experience. If no degree, fourteen or more (14+) years of experience are required.
Required Experience Qualifications
Ten or more (10+) years of progressively responsible relevant work experience in development and implementation of a technical, comprehensive safety, occupational health and environmental/hazardous materials management program and related processes and/or risk management programs, including two or more years of progressively responsible supervisory experience or lead project experience in a teamwork environment.

Required Licenses/Certificates
- A valid California drivers' license. Must meet and maintain SMUD's frequent driver standard per SDP policy 4.7.2.2.
Desirable Qualifications

Masters Degree in one of the following areas: Environmental Science, Business Administration; Organizational Change; Policy Administration; or other related field.
- Knowledge of and/or experience with CEQA.
