SMUD is seeking a highly engaged individual to join our distribution planning and operations team supporting our Zero Carbon Plan and ensuring the safe and reliable operations of our transmission and distribution systems.  The manager of the Transmission and Distribution Maintenance Planning leads a team of engineers working in a fast paced and dynamic work environment developing and maintaining a maintenance strategy that meets system reliability objectives and all regulatory requirements.  This position works collaboratively with maintenance and construction teams to ensure successful implementation of the maintenance strategy.

Purpose

To provide leadership, management and accountability for the development of effective maintenance plans for SMUDs transmission and distribution systems. To assume beginning to end governing process management for the transmission and distribution systems asset management process from engineering analysis of system maintenance needs to recommendation of system maintenance and capital replacement investments that fit within the overall strategic objectives of SMUD

Nature and Scope

Assists in the development, implementation and managing of department goals, objectives, policies and priorities in partnership with subordinates, supervisors and the department Manager; selects, trains, motivates, evaluates and develops subordinate personnel and ensures that department strategic objectives and priorities are achieved and coordinated with other departments and business units within SMUD.

Duties and Responsibilities

  • Provides direction and accountability to ensure that SMUD has planned effectively for the maintenance and capital replacement investments of its transmission and distribution systems in a manner consistent with SMUD’s strategic goals using specialized technical and professional electrical engineering expertise in transmission and distribution system planning and engineering; provides direction for an functional staff by developing, assessing and modifying work processes that meet standards of safety and economy; assures high quality work in the asset management process for the distribution system and transmission system maintenance from initial evaluation of current system performance, examination of system component condition, development of maintenance requirements including data collection, and development of work plans.    
  • Directs the work of subordinates in a functional unit and maintains staffing levels and work quality in order to meet defined objectives and assigned unit responsibility by interpreting and executing SMUD policies and procedures and regulatory requirements; recommending modifications to operating policies; overseeing and evaluating work through experienced lead employees who exercise independence in their assignments; hiring, training, coaching, mentoring, and developing subordinates; providing timely performance feedback and management for assigned subordinate personnel; and conducting disciplinary investigations, when necessary.    
  • Shares responsibility for developing and administering the budget for the asset management process by monitoring unit budget expenditures against plan; identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; and recommending and reviewing performance metrics.  
  • Assesses human, operational and financial resource requirements, develops recommendations for short and long-term funding, tools, resources and facilities required to support segment work processes, and coordinates requirements with segment owner.
  • Develops and maintains team relationships with internal and external clients, including managers, supervisors, program and project managers, customers and local agencies to maximize safety, productivity, open and continuing communications, and achievement of work objectives. 
  • Accountable for due diligence in ensuring adherence to established safety policies, Federal, State and local codes and regulations; supports achievement of organizational safety goals by developing and monitoring specific performance goals for the sub-segment work process; monitoring and responding to safety concerns of staff, contractors and customers using specific knowledge of Federal, State and local laws and regulations; and working with the Work Performance Resource Center and Safety, Health and Environmental Services to stay abreast of safety innovation and training to ensure workplace and public safety.   
  • Evaluates innovations in design, equipment, technology, and materials in the transmission and distribution systems and operations lines of business for alignment with business requirements. 
  • Represents SMUD on governmental, industry and professional organizations and committees and participates in forums pertaining to assigned work processes. 
  • Performs other related duties as needed to include working outside of typical business hours when necessary.

 

Required Education

Bachelor of Science degree from an accredited college or university majoring in Electrical or Mechanical Engineering or other related engineering discipline from an accredited university.  If no degree, a minimum of 14 years of relevant experience is required. 

Required Experience Qualifications

10 or more (10+) years of progressively responsible relevant engineering work experience in distribution system planning, T&D maintenance (line and substation) or operations. In addition, 5 or more (5+) years in a leadership role managing a diverse work force, developing and monitoring budgets, developing and monitoring performance metrics, and conducting project management efforts, to include resource management. 

Required Licenses/Certificates

Professional Electrical Engineer or other related Engineering registration with the California Department of Consumer Affairs, and a valid California driver’s license. 

Knowledge Of

Fundamentals and practices of electrical engineering applied to transmission and distribution system maintenance planning; Federal, State and local safety and hazardous waste laws, codes and regulations including Cal-OSHA, G.O. 95, 128 and 165 regulations; industry best practices related to distribution and transmission maintenance planning; metrics and unit cost development; process design and fundamentals for continuous process improvement; leading and managing multi-discipline, cross-functional teams including planning, organizing, integration, coordination, control, and measurement of the activities of others; contract specification, proposal development, negotiation, and management; techniques of performance plan and evaluation development and administration for staff; techniques to develop performance metrics and accountability for staff; fundamentals and practices for taking disciplinary action and conducting investigations; fundamentals and practices for budget development and administration; project management; procedures and method of auditing; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.

Desirable Qualifications

  • Experience in distribution and transmission (line and substation), and power generation maintenance, planning or operations, adhering to safety policies, practices and procedures. 
  • Experience working with Memorandums of Understanding, including IBEW, and special agreements.

On-site Work

This position will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
