SMUD is seeking a mid-career security professional to join the Security Operations team. This role will provide critical support to the physical security program to ensure the safety and security of SMUD’s personnel and assets. An ideal candidate would have excellent written and verbal communication skills; a background as a security analyst or security specialist in the public or private sector; past success building internal and external stakeholder partnerships; demonstrates a high degree of integrity and sound judgement; extensive experience and knowledge of the physical protection of assets and personnel, force protection measures, security system design and implementation, badging and access management, and conducting security assessments.
This opportunity is hybrid and personnel may work 2 or 3 days in office per week, as well as ad hoc site visits to SMUD’s assets throughout the region.
Purpose
Under the direction of the Physical Security Program Manager, the Physical Security Analyst provides business and technical support for SMUD’s physical security programs. This role acts as a physical security expert, assisting in the development and maintenance of effective security solutions and ensuring compliance with industry standards such as those set by the North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC), Department of Energy (DOE), Nuclear Regulatory Commission (NRC), and the Department of Homeland Security (DHS)/Transportation Security Agency (TSA).
Nature and Scope
This position serves as a subject matter expert (SME) in physical security, assisting the Physical Security Program Manager in implementing security goals and policies in collaboration with management. The analyst supports the strategic objectives of the security department by providing technical and functional expertise, enhancing the overall security posture of SMUD.
Duties and Responsibilities
- Security Assessments: Conducts thorough security assessments and vulnerability analyses, delivering detailed reports and actionable recommendations.
- Documentation and Compliance: Documents security incidents and responses to support compliance and continuous improvement, ensuring adherence to federal, state and local security regulations and maintaining up-to-date knowledge of relevant laws and policies.
- Incident Response: Participates in incident response planning and execution, including threat identification and remediation; assists in crisis management protocol preparation and execution during security incidents to ensure swift action and communication.
- Policy and Program Development: Collaborates with the Physical Security Program Manager to implement effective security measures for SMUD assets; assists in the design, development and maintenance of security strategies and procedures in line with regulatory requirements.
- Collaboration and Coordination: Serves as a liaison with departments (e.g., Human Resources, Legal, Operations) and external organizations to facilitate communication on security initiatives; provides guidance on physical security best practices and policies to ensure robust threat protection.
- Stakeholder Communication: Works with Information Technology and Telecommunications to integrate security measures into relevant projects and operations.
- Training and Awareness: Develops and delivers training programs on security protocols and emergency procedures, promoting security awareness among employees.
- Performs other related duties as needed; schedules, hours and locations may fluctuate based on business needs.
Required Education
High school diploma or equivalent
Required Experience Qualifications
- Three (3+) or more years of progressively responsible experience as a physical security professional in the areas of Government Security, Industrial Security, Law Enforcement, or Corporate Security.
Required Licenses/Certificates
- Must possess and maintain a valid California Driver’s License (CDL) and a satisfactory driving record (not more than two moving violations in the last two years).
Knowledge Of
- Physical security practices for supporting a geographically diverse security enterprise including the design and implementation of physical security systems and technical solutions;
- Operational security and operational risk processes;
- Conducting security and vulnerability assessments and reporting on findings or results;
- Physical security data request processes and procedures;
- Implementing security access control, intrusion detection, and CCTV systems;
- Communication and negotiation strategies;
- Audit processes and reporting;
- Security product and service requirements;
- Contract and agreement concepts;
- Standard operating procedures for modern office equipment including a computer and applicable software;
- English grammar, punctuation and vocabulary standards.
Skills To
- Understand complex and multi-faceted programs involving various SMUD technical staff and management;
- Act as a physical security consultant for business units to ensure projects involving physical security are planned for accordingly to minimize risk;
- Partner with project managers, Information Technology and Telecommunication departments;
- Support the enforcement of compliance and act as liaison between external agencies;
- Act on behalf of SMUD by making and enforcing findings while building and maintaining effective relationships with other utilities, government officials, public and community agencies, contractors, and manufacturing firms;
- Maintain compliance documentation;
- Support the implementation and sustainability of security program requirements;
- Assess complex physical security issues and issue reports or present findings;
- Communicate effectively orally and in writing to internal/external stakeholders;
- Utilize a personal computer and/or computer terminal, systems and software relevant to the job.
Desirable Qualifications
- Expertise in intelligence and counterintelligence, and counter-terrorism
- Technical surveillance countermeasures.
- Expertise in conducting investigations and inquiries into criminal and/or employee misconduct, and applicable laws and regulations.
