Introduction
Under the direction of the Director, Transmission Planning & Operations, plans, organizes, and directs a variety of tasks on SMUD’s bulk power transmission and the Western Energy Market involving engineering analysis, software, performance, and related budgetary, maintenance and documentation activities to ensure the efficient and reliable power operations and to maintain both public and employee safety within SMUD Transmission Operator Area and the BANC Balancing Authority Area.

Purpose
Under the direction of the Department Director, plans, organizes, and directs a variety of tasks on SMUD’s bulk power transmission and the Western Energy Market involving engineering analysis, software, performance, and related budgetary, maintenance and documentation activities to ensure the efficient and reliable power operations and to maintain both public and employee safety within SMUD’s control area.
Nature and Scope
Assists in the development, implementation and management of department goals, objectives, policies, and priorities in partnership with the Department Director; and ensures that department strategic objectives and priorities are achieved and coordinated with other departments, and with external entities internal to the control area as well as with interfacing control areas.
Duties and Responsibilities
Work may include, but is not limited to, the following: (NOTE: While in general all the functions and requirements listed are essential, individual positions and/or locations may not require all duties be performed.)
- Ensures the efficient and reliable operation of SMUD's transmission and energy systems by planning, organizing, coordinating and directing the operations, maintenance, modification, repair, and rehabilitation of the transmission and energy systems structures, equipment, instrumentation, and/or process controls.
- Arranges for transmission power outages for maintenance, repair, modification, and rehabilitation projects by planning and coordinating needed modifications and detailed schedules within the active one and two year time frame; prepares longer working schedules with concerned and affected departments within SMUD.
- Contributes to the increased effectiveness of maintenance programs by recommending and influencing the implementation of improvements in transmission and bulk substation maintenance procedures, standards and work processes.
- Works with outside agencies including federal, state, county, and regional agencies, on the development and implementation of maintenance plans; ensures that power system maintenance schedules and procedures meet regulatory requirements.
- Interprets engineering and technical drawings, diagrams, and specifications; monitors and inspects work in-progress; recommends adjustments to staff resources, materials, and budgetary resources allocations to meet maintenance service agreements and system operations requirements.
- Participates in the investigation and analysis of emergencies such as interruptions to systems services; reviews and approves repair strategies after considering impacts to system operations and service levels.
- Oversees the work of resource groups to assure adequate staffing levels and work quality in order to meet defined objectives and assigned unit responsibility by interpreting and executing SMUD policies and procedures that affect resource groups; recommends modifications to operating policies; advises resource units on tasks and operations as required to solve complex problems; ensures staff safety and prevention of personal injury and equipment loss; acts to ensure project and operational schedules and budgets are met.
- Monitors the department budget for the transmission and energy management assets; monitors unit budget expenditures against plan; identifies and reconciles budget anomalies; monitors and revises schedules, approving expenditures and assignments as warranted; reviews end-of-year budget results; participates in the review of preliminary department budget recommendations.
- Develops, administers, and maintains a transmission equipment-rating database for SMUD transmission as well as the control area.
- Assumes responsibility for the project management and/or sponsor of all new transmission bulk substation, and energy monitoring facilities, including the budget, design, construction, testing plans, testing, and coordination for the new facilities.
- Develops a preventive maintenance program for SMUD transmission, substation, and EMC support systems to provide SMUD with a reliable transmission system to operate within budget requirements.
- Performs related duties as required.
Required Education
A Bachelor’s degree from an accredited college or university with major course work in electrical or mechanical engineering or a related field.
Required Experience
10 or more (10+) years of progressively responsible specific work experience in the design, construction, operation, and maintenance of power transmission and substation systems, including planning, directing and supervising the work of others; dealing with the public, vendors, manufacturers, and outside agencies. Design and construction experience in a control area that includes 500KV facilities is desirable.

A valid California Drivers license with a satisfactory driving record.

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
