This position intends to fill a three (3) year limited term position.
The ideal candidate is organized, attentive, a self-starter, tech-literate, and comfortable working across technical and non-technical teams. This role involves managing multiple deadlines, supporting various compliance activities, and leveraging technology to improve tracking, execution, and reporting processes. The successful candidate will demonstrate strong organizational and communication skills, the ability to quickly learn and apply complex regulatory and technical information, and the capacity to build productive relationships with stakeholders. Attention to detail, good judgment, professionalism, and discretion are essential for handling sensitive compliance data.
Purpose
Coordinates the development and submission of data that comply with regulatory requirements applicable to SMUD business units involved in the transmission, operation, planning, energy supply, and security standards for which SMUD is responsible, and other areas as necessary. Analyzes, documents, and develops systems to track and manage processes to help ensure the appropriate compliance filings of all documents, forms and requests of regulatory authorities are completed on a timely basis. Serves as Reliability, Compliance & Coordination’s contact for interface within SMUD and with outside agencies to support SMUD’s overall reliability and security compliance efforts.
Nature and Scope
This classification is comprised of two levels: Level "E" is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level "J" upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.
Duties and Responsibilities
- Researches and analyzes regulatory and compliance reporting requirements for the department on a continual basis; actively monitors FERC, NERC, WECC and other regulatory agencies and governing documents to research and decipher exact reporting and time requirements.
- Serves as liaison with SMUD Departments in developing and acquiring reporting information; informs SMUD staff of changes in regulatory agency requirements, standards and practices; reads, researches, analyzes, and provides information and/or recommendations on regulatory compliance issues; establishes archives and manuals for staff reference; actively participates in process improvement efforts and initiatives by providing recommendations for improving or expediting compliance responses and data flows.
- Prepares and reviews complex analysis; provides recommendations on compliance methods and approaches, and assists in resolving problem issues associated with compliance reporting.
- Completes and submits forms and reports required by FERC, NERC, WECC and other regulatory agencies; interacts with internal and external subject matter experts and outside agencies to ensure that the submittals are made on time; reviews and ensures that information received meets regulatory standards and reporting requirements and follows up when additional reporting is needed; explains complicated or unusual issues to staff/management; archives all submittals, forms and backup documentation in accordance with SMUD’s record keeping policies and procedures.
- Creates, manages, and maintains a regulatory and compliance database to aid in meeting all filing and documentation control of reporting data/evidence for FERC, NERC, WECC and other regulatory agencies; (Note: This database will serve as the primary tool for tracking and monitoring all reporting elements required for compliance with regulatory agencies.) monitors and verifies the accuracy of compliance filings, self-reports of violations, mitigation plans, self-certifications of compliance, periodic self-audits, WECC audits, compliance violations and mitigation plan data entered into SMUD databases.
- Coordinates and participates in the timely completion of analytical and administrative tasks, activities, and requests for information; establishes processes and procedures to enable more efficient and accurate future reporting requirements; prepares reports for internal and external use; coordinates review and approval of internal control; evaluates, analyzes, and reports results of processes and findings of studies; negotiates changes in or commitments to business processes or agreements; disseminates information and responds to requests for information in a timely manner; makes recommendations for new or changes to existing programs or processes.
- Establishes and maintains communications with outside agencies; analyzes and responds to requests for information from agencies; represents SMUD at meetings and public hearings; works with department staff to influence regulations and reporting requirements.
- Performs related duties as required.
Required Education
- Bachelor’s Degree from an accredited university or college with major course work in business administration, public administration, or related field or equivalent experience. If no degree, seven (7) years of relevant work experience are required.
Required Experience Qualifications
- Three or more (3 +) years experience working in a public utility and/or regulatory compliance with progressively responsible professional administrative experience including experience coordinating and performing analytical processes, drafting business correspondence and reports, database management, planning and performing data compilation and reporting, coordinating processes with other staff and departments, personnel administration, and/or organizational evaluation and management.

- Ability to create and maintain trackers, pivot tables, dashboards, templates, workflows, and visual tools to improve team coordination and compliance visibility
- Experience supporting regulatory compliance, audits, RFIs, self-certifications, internal controls, corrective actions, evidence collection, procedure development, and reporting
- Demonstrated strong organizational skills, especially in managing large document libraries and folder structures
- Ability to communicate complex information clearly and professionally, both written and verbal
- Proficiency in Microsoft Office suite (Excel, Word, PowerPoint, Outlook), Teams, Project, Visio, SharePoint, PowerBI, Adobe Acrobat, EDM, SAP EAM Plant Maintenance, and Fiori applications
- Initially: Proficient in SAP EAM Plant Maintenance (specifically Notifications and Maintenance Plans), SharePoint, Enterprise Document Management (OpenText D2 Smartview), and Microsoft Office suite (Excel, Word, PowerPoint, Outlook)
- Within 6-12 months: Familiar with Adobe Acrobat Pro, Fiori, Project, PowerBI, Visio
- Ability to quickly learn and apply technical and regulatory subject matter to practical compliance tasks
- Competent in building and maintaining productive relationships with internal stakeholders
- Able to Identify inconsistencies, missing information, and potential compliance risks
- Proven track record in maintaining professionalism, good judgment, and discretion when handling sensitive information
