This posting intends to fill two (2) regular full-time positions, and establish an eligibility list which may be used to fill future limited-term and/or regular full-time positions over the next two (2) years.

 

As a Safety Coordinator at Sacramento Municipal Utility District (SMUD) you will help us reach our health and safety goals leading to World-Class safety. In this role, you will serve as a subject matter expert for managing our Behavior-Based Safety process. You’ll provide leadership updates, while supporting field forces and office professionals positively shaping and reinforcing commitment to safe behaviors. You’ll directly lead steering committees, observer teams, complete safety observations, development, implementation, and all process related training, to protect the health, wellness, and safety of our employees.

Purpose

Coordinates the development, implementation and promotion of the SMUD Safety programs (30%); and promotes SMUD behavior-based safety process and related activities to reduce occupational injuries and illnesses (70%).

Nature and Scope

Serves as a technical or functional expert or consultant providing expertise and/or direction in one or more areas of a professional discipline and assumes responsibility of resolving complex problems and overseeing complex projects. May also serve in a lead role and assist in planning, coordinating, prioritizing, monitoring, and evaluating the work results in assigned area and in selecting, training, motivating, evaluating, and developing personnel. Will serve a lead role in monitoring process, updating management on status, diagnosis of areas of concern, coordination with consultant, and support of steering committees.

Duties and Responsibilities

  • Serves as technical expert, advising steering committees and management on the best methods of applying the safety programs and practices for the unique circumstances of each business unit or area.
  • Serves as advocate for the process, promotion of improvements, and communication to management and the steering committees where problems are identified; monitors activities, identifies red flags, and assists in the development and implementation of solutions.
  • Defines expectations, monitors committee work, and provides recognition, coaching and performance feedback to individuals involved in the process.
  • Coordinates common efforts of the SCORCH (Safely Conducted Observations Reduce Common Hazards) steering committees, and other safety efforts; ensures consistency in application of behavior-based safety fundamentals, allowing flexibility in approach, and complimenting other safety efforts.
  • Communicates with management on a frequent basis regarding the status of the process, challenges, successes, and areas of concern; recommends actions.
  • Provides advice and monitoring of task(s) assigned and/or undertaken by the SCORCH steering committees including fundamentals and preferences of the Behavior Accident Prevention process, methods of organization and assessment work, communication methods with management and other employees, action planning, tracking of tasks, etc.
  • Participates on barrier removal team; participates, as necessary, on ad hoc committees formed to address barriers identified by the SCORCH steering or accident review committees that prevent or inhibit employees from performing work safely.
  • Participates in accident review committees in the Customer and Energy Delivery business units; reviews accident data on a monthly basis to identify trends, barriers to safe work, root causes of accidents, and development of actions plans to eliminate organizational barriers and/or hazards in the workplace.
  • Coordinates, assists and/or conducts training sessions for new steering committee members, observers, supervisors, workers, and management; ensures these individuals understand fundamentals and practices of the behavior-based safety process and related topics.
  • Assists in developing and administering the budget and contractual obligations for the behavior-based accident prevention process.
  • Develops and coordinates the various activities associated with the implementation of behavioral accident prevention process including training, developing critical behavior inventories, conducting observations, reviewing data, action planning, communication with management and other employees, etc.
  • Provides guidance, coaching and training to employees conducting workplace observations; provides feedback on at-risk and safe behaviors, approaches and methods of communicating to other employees, means of addressing employee concerns, and eliciting comments/feedback.
  • Performs other related duties as needed; schedules, hours and locations may fluctuate based on business needs.

Required Education

  • High school diploma or equivalent.

Required Experience Qualifications

  • Four or more (4+) years of progressively responsible relevant work experience assisting in implementation of safety or related programs/processes, and/or experience in relevant operational areas that will be supported by this position.

Knowledge Of

Behavior-based safety process and management theories; techniques and concepts related to teamwork; processes and work activities performed in energy delivery and customer services; procedures and practices for monitoring processes and program/project management; methods and techniques for exercising oversight; methods for planning, organizing, directing, and controlling work activities; methods and techniques for report preparation and writing; basic computer fundamentals and applications; methods and techniques for record keeping; safety policies, practices and procedures; English grammar, punctuation and vocabulary standards.

Skills To

Coordinate work of behavior-based safety committees with other SMUD activities; provide technical guidance to committees regarding behavioral accident prevention process; motivate and mentor others in behavioral accident prevent process; recognize red flags in behavioral process and assist in development of plans to address identified problem(s) and facilitate resolutions; serve as liaison with technical experts and management to assist steering committees; negotiate and resolve conflicts; provide success and guidance feedback to facilitators; build relationships with different levels of the organization; identify and assess problems and recommend solutions; develop and present oral presentations; express ideas/facts clearly and concisely one-on-one or to groups verbally and/or in writing; communicate effectively to all levels of organization; establish and maintain effective working relationships internally/externally.

Desirable Qualifications

  • Previous behavior-based (active) experience
  • (SMS) Safety Management System utilization experience
  • Power Point, MS Excel, Word, and Outlook
  • Experience in delivering presentations and conducting training classes 
  • Ability and/or willingness to speak in front of large groups 
  • Ability to build and maintain relationships across the organization
  • Persistence and passion to influence progress towards accomplishing safety goals 

Required Licenses/Certificates

Must possess and maintain a valid California Drivers License CDL and a satisfactory driving record not more than two moving violations in the last two years

On-site Work
This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
