Purpose
To provide technical skills in designing, developing and applying real-time systems software and hardware and database administration solutions to complex real-time systems problems to support the safe, reliable, secure, complaint, and economical operation of SMUD generation, transmission, distribution and gas operations facilities.
Nature and Scope
Duties and Responsibilities
Work may include, but is not limited to, the following: (NOTE: While in general all the functions and requirements listed are essential, individual positions and/or locations may not require all duties be performed.)
- Evaluates, designs and implements assigned projects for development, operation and maintenance of operating systems software, network and/or configuration management, workstation environment and database activities for computer-based real-time scheduling, Operator Training Simulator OTS, Transmission Network Applications TNA, monitoring, control, automation, accounting and analysis of SMUD generation, transmission, distribution and gas pipeline facilities and Balancing Authority operations including federally-mandated hydro dam, reservoir monitoring.
- Evaluates, designs, develops, installs and supports real-time client/server hardware, remote terminal units, software and application programs and database environments to provide integrated systems operations for new generation resources, including local generation or fuel cells, and to meet user-defined requirements for Balancing Authority operations, power system scheduling, monitoring, control, accounting and analysis of generation, transmission and distribution facilities for meeting inter-utility contractual requirements and safe operating procedures. Maintaining real-time ICCP communication datalinks to BPA, WAPA, PG&E, CAISO, MID, TID and WECC for the transfer of real-time electrical data.
- Provides consulting and training services to departmental, SMUD and other utility users and the user community in generation, transmission, distribution and gas operations, Balancing Authority operations, reserve sharing as part of the Northwest Power Pool NWPP, power system scheduling, energy accounting, operations planning and systems protection and power plant security.
- Interfaces with Energy Management Systems staff and provides database administration, system generations, system backups to ensure recovery, configuration control and ongoing support for Backup Control Center maintenance.
- Provides system software management by evaluating, developing and implementing modifications and additions on real-time computer operating systems, department networks, data bases, real-time workstations and data links between SMUD systems and other utilities for data exchange; by monitoring and evaluating system performance; and providing reports of system status and performance.
- Provides for the operation, administration and maintenance of the operations network and domain operational unit by planning and overseeing the purchase, installation and maintenance of system operations and reliability personal computers, energy trading and contracts personal computers and file servers and their applications; providing for the security administration and maintenance of the physical network; and establishing and maintaining the cyber security perimeter; ensuring compliance with NERC Reliability Standards, including but not limited to CIP.
Additional Duties and Responsibilites
- Plans, coordinates, prioritizes, monitors, guides, reviews and conducts work activities associated with department internal/external projects in accordance with established task objectives and schedule as outlined in the project plan/contract.
- Provides maintenance support for existing real-time computer systems by performing scheduled, routine activities; identifying and resolving complex problems in an extremely time critical environment; providing 24 hours on-call support; and reacting positively to change in assigned schedules or related duties. Provide subject matter expertise to Operations Engineering, Market Operations, System Protection and other units/departments; and other entities outside SMUD within the Balancing Authority in their interaction with EMS enabling them to develop their operational strategies; evaluate historical demands; develop forecast needs; evaluate and identify solutions to power system problems.
- Contributes to and influences long-range planning of real-time systems design and/or migration to next generation platforms to sustain or improve reliability and availability of energy and distribution management systems.
- Performs related duties as required.
Required Education
BS/BA degree from an accredited college or university majoring in electrical engineering.
Required Experience
5 to 7 years of progressively responsible relevant work experience with a significant level of real-time systems development and operations on an energy management system; management of computer systems; database administration; participation on large-scale projects; support of generation, gas operations, transmission and distribution operations; support of inter-utility operations and practices.
Knowledge Of
Advanced knowledge of computer science and/or engineering; generation, transmission and distribution system design, operations and procedures; systems software and database administration level; client/server network and workstation technologies and management; complex technical issues related to the development, implementation and maintenance of energy and distribution management systems and applications; software, hardware and telecommunication systems standards for real-time data collection and exchange; procedures and practices for project budget management and accounting; principles and practices of procurement; principles and practices of personnel administration; safety policies, practices and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.
Skills To
Perform operating system and database generation and installation; develop and implement advanced real-time operating systems and database software; develop applications and database software; repair, deploy and maintain remote terminal units, un-interruptible power supplies and building electrical supply; analyze and resolve complex real-time computer hardware and software problems in a time-critical environment; analyze technical issues to determine impact on operations; effectively coordinate activities with operations staff, other departments, SMUD management and outside agencies; support multiple projects and priorities; participate in negotiations; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.
